Mike Pereira: Arian Foster's Second-Quarter Incompletion Was Touchdown

An apparent three-yard, second-quarter touchdown reception by running back Arian Foster -- that would have given the Texans a 10-point lead against the Chargers at halftime -- was incorrectly ruled an incomplete pass, according to former NFL Vice President of Officiating Mike Pereira.

"In my opinion, the ruling of touchdown should not have been reversed and this call seemed to change the complexion of the game," Pereira wrote on FoxSports.com.

On the play, Foster caught a pass in the end zone and reached out with the ball in his right hand. The ball came free when it touched the ground, and was ruled an incomplete pass.

"Foster was on his way to the ground and reached out with the ball in his right hand to make sure that he had broken the plane," Pereira wrote. "This is the 'second act' that the league has referred to in the past.
