With 2:24 left in the third quarter, Steelers tight end Heath Miller sustained a concussion injury on a hit by Ravens linebacker Jameel McClain.Steelers quarterback Ben Roethlisberger sailed a pass over Miller's hand for an incompletion. However, McClain still landed the big hit on MIller's head, causing it to bend backward. By the rule, a personal foul should have been called, but it was not.
